As smart driving becomes more popular, high-precision positioning becomes more urgent, and two-wheeled vehicles finally usher in the first year of Beidou positioning.
In 2024, two-wheeled vehicles have initiated multiple policy revisions: Since April, the Ministry of Industry and Information Technology has successively issued policy documents such as "New Regulations on Lithium Batteries", "New Regulations on Electrical Safety", and "Standardized Conditions for the Electric Bicycle Industry", which have further refined the coverage of technical indicators of two-wheeled vehicle products.
On September 19, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Emergency Management, the State Administration for Market Regulation, the National Fire and Rescue Bureau and other five departments announced the newly revised "Electric Bicycle Safety Technical Specifications (Draft for Comments)", encouraging the development of lightweight, intelligent and networked electric bicycle products.
Compared with the current standards, the focus of this update is to add Beidou positioning and real-time communication functions. The "Draft for Comments" proposes that the Beidou positioning module can collect, store and send the time, longitude and latitude and speed of vehicle positioning, monitor key safety information such as battery output voltage, current and temperature in real time, and identify abnormal vehicle conditions. If necessary, it can send alarm information through the communication network to enhance the active safety performance of the vehicle.
In the future, all electric bicycles will need to be equipped with Beidou positioning modules before they can be produced and sold. This move also shows that the current government departments are paying more and more attention to the safety supervision of electric vehicle anti-theft and charging and battery replacement.

Lithium battery monitoring: According to statistics from the National Fire and Rescue Bureau, there were 18,000 fires caused by electric bicycles in 2021, and the number increased rapidly to 25,000 in 2023, with an average annual growth of about 20%; the proportion of electric bicycle fires in the major fires throughout the year increased from 5.9% in 2021 to 12.7% in 2023, with a rapid increase. Combined with Beidou's high-precision positioning technology, the abnormal driving status of the vehicle and the situation where the battery voltage, current, and temperature exceed the normal range can be sent to the user in a timely manner, reminding the user to identify and deal with abnormal safety issues and eliminate safety hazards as soon as possible.
2. Electric bicycles, entering the 100 billion market
my country is a major producer and consumer of electric bicycles and one of the important markets for Beidou mass applications. According to data from the Ministry of Industry and Information Technology, my country's electric bicycle production in 2023 will be 42.28 million, a year-on-year increase of 3.8%, and a 5-year CAGR of 11.8%. By the end of 2023, the social ownership will exceed 350 million.
The "2024 China Satellite Navigation and Location Services Industry Development White Paper" released by the China Satellite Navigation and Positioning Association shows that the total output value of China's satellite navigation and location services industry will reach 536.2 billion yuan in 2023, an increase of 7.09% over 2022. Among them, the revenue related to high-precision location services reached 21.4 billion yuan, with an average annual compound growth rate of more than 25%. The total sales volume of various high-precision application terminals is close to 2.8 million units/sets, and the trend of ubiquitous and large-scale high-precision applications is more obvious.
Industrial Securities pointed out that benefiting from the increase in stock replacement demand driven by the new national standard, the industry sales growth rate is expected to increase in 2025, and the overall sales volume is expected to reach 56.71 million vehicles, with an annual compound growth rate of 10%. According to QYResearch, the global two-wheeled electric vehicle charging pile market is expected to reach US$5.559 billion in 2030, with an annual compound growth rate of 18.57% in the next few years.
After the new standard is officially implemented, products that do not meet the mandatory standards shall not be produced or sold; electric bicycles in use that do not meet the new standards will be gradually eliminated. The mandatory installation of Beidou modules will drive the rapid penetration of C-end electric two-wheeled vehicles.
