With the acceleration of urbanization and the popularization of the concept of green travel, electric bicycles have become an important means of transportation for Hengshui citizens' daily travel due to their convenience and economy. However, the surge in the number of electric bicycles has also brought huge challenges to urban traffic management, especially the frequent violations of electric bicycles, which seriously affected road traffic order and safety. In order to effectively deal with this problem, Hengshui City decided to invest 2.4 million yuan in bidding for digital license plates for electric bicycles, automatically capture illegal behaviors of electric bicycles through high-tech means, and further improve the level of urban traffic management.
According to the announcement, the license plates to be bid need to have built-in passive RFID electronic chip tags, the label substrate uses PCB materials, and adopts an integrated design. With the integrated radio frequency and video vehicle identification equipment, identity information acquisition and illegal behavior can be quickly and accurately identified. Recently, the winning bid announcement for this project was released. The winner is Zhongsheng Changfeng Construction Co., Ltd., with a unit price of 4.5 yuan each.
Difficulties of traditional electric bicycle management methods
In recent years, the number of electric bicycles in Hengshui has grown rapidly. However, among the huge number of electric bicycles, there are a large number of illegal behaviors such as no license plate, fake license plate, duplicate license plate, running red lights, driving in the opposite direction, occupying motor vehicle lanes, etc., which bring great pressure to road traffic order. Traditional traffic management methods seem to be powerless when facing electric bicycle violations, and it is urgent to introduce new scientific and technological means for effective governance. Specifically, traditional traffic management methods have the following difficulties when facing electric bicycle violations:
Electric bicycles are highly flexible and difficult to track: Electric bicycles are small in size and highly maneuverable. In the streets and alleys of the city, they can easily shuttle between cars and drive in narrow spaces, making it difficult for law enforcement officers to effectively track them. For example, in the alleys of the old city or crowded commercial streets, electric bicycles can quickly disappear under the cover of crowds and buildings.
Difficult to determine identity: Many electric bicycles are not legally registered and licensed, or there are fake license plates and duplicate license plates. In the absence of accurate license plate information, even if violations are found, it is difficult to determine the identity of the owner for punishment and education.
Monitoring limitations: Traditional traffic monitoring equipment is mainly designed for motor vehicles. In some cases, there are blind spots for monitoring electric bicycles. For example, some low-resolution cameras may not be able to clearly capture the license plate on the electric bicycle, especially at a long distance or in poor light. The flexibility of electric bicycles makes it possible for them to commit illegal acts in the gaps or blind spots of monitoring, resulting in the inability to obtain effective evidence of violations.
Difficulty in collecting evidence on site: When an electric bicycle commits a minor violation, such as driving against traffic on a road section where there is no traffic police on site, it is difficult to obtain circumstantial evidence to prove the violation due to the lack of sufficient witnesses. Moreover, the electric bicycle driver may quickly leave the scene when the mistake is pointed out, which further increases the difficulty of collecting evidence.
Limitations of manpower and material resources: Relying on manual inspections by traffic police to manage electric bicycle violations requires a lot of manpower. However, the city's road network is huge, and the number of traffic police is relatively limited, so it is impossible to cover all areas at the same time. For example, around a large commercial center, there is a dense flow of people and vehicles, and it is difficult for only a few traffic police to fully supervise the violations of many electric bicycles.
Advantages of RFID management of electric bicycles
RFID (radio frequency identification) technology, as a contactless automatic identification technology, has the advantages of long reading distance, fast speed and high accuracy. By introducing the RFID smart license plate system, accurate identification and real-time monitoring of electric bicycles can be achieved, so as to effectively capture and punish illegal behaviors. Specifically, RFID (radio frequency identification) technology has the following significant advantages in electric bicycle management:
1. Accurate identification and tracking
Unique identification: Each electric bicycle equipped with an RFID tag has a unique identification code, just like the "electronic ID card" of the vehicle. Real-time tracking: RFID readers can be distributed in various key locations in the city, such as major intersections, entrances and exits, etc. When an electric bicycle passes by, the reader can immediately read the vehicle information, thereby realizing real-time tracking of the electric bicycle. Non-contact identification: RFID technology does not need to rely on visual conditions like traditional license plate recognition. Even if the electric bicycle is partially blocked during driving, such as running parallel to other vehicles in dense traffic or being partially blocked by the rider's body, the RFID reader can still quickly and accurately read the tag information, greatly improving the efficiency of identifying vehicles during law enforcement.
Automatic recording of violations: Once an electric bicycle has illegal behaviors such as running a red light (judged by linkage with the status of traffic lights) and illegally entering a motor vehicle lane, the RFID system can automatically record relevant information, including vehicle identification code, time, location, etc. This reduces the need for manual intervention, avoids possible errors in manual recording, and can quickly generate evidence of violations.
3. Improve management efficiency
Data integration and analysis: The electric bicycle driving data and violation records collected by the RFID system can be integrated and analyzed. Management departments can use these data to understand the flow distribution patterns of electric bicycles, such as which areas have the largest flow of electric bicycles in a specific time period, and which sections are prone to violations. This provides a scientific basis for traffic planning and management decisions, such as reasonably adjusting the duration of traffic lights and planning special electric bicycle lanes.
Comprehensive vehicle management: RFID technology can not only be used for law enforcement management, but also facilitates the management of the entire life cycle of electric bicycles. From the initial registration of the vehicle (binding the vehicle information with the RFID tag) to the annual inspection and transfer of the vehicle, all procedures can be completed efficiently through the RFID system, improving the efficiency and accuracy of the entire management process.
