Since the issuance of the "Shenzhen Embodied Intelligent Robot Technology Innovation and Industry Development Action Plan (2025-2027)" (hereinafter referred to as the "Action Plan") in early March, relevant departments in Shenzhen have been working hard to implement or formulate a series of supporting special policies to help the high-quality development of the embodied intelligent robot industry.
The Action Plan issued on March 3 this year proposed that by 2027, breakthroughs will be made in key core components of robots, AI chips, artificial intelligence and robot integration technology, multimodal perception technology, high-precision motion control technology, and dexterous operation technology. More than 10 companies with valuations exceeding 10 billion yuan and more than 20 companies with revenues exceeding 1 billion yuan will be cultivated, more than 50 billion-level application scenarios will be implemented, the scale of related industries will reach more than 100 billion yuan, and more than 1,200 companies related to the intelligent robot industry cluster will be embodied. Build a public service platform matrix to attract more upstream and downstream companies, scientific research institutions, and innovation teams to join, form a more complete industrial ecology, and embody the comprehensive strength of the intelligent robot industry to reach the international leading level.
On March 27, the reporter learned from the Shenzhen Science and Technology Innovation Bureau that in order to implement the Action Plan, improve policy benefits and the level of special fund management and use, and build a smooth application channel for enterprises, universities, scientific research institutions, etc., Shenzhen has specially formulated detailed application guidelines, covering three key tasks of "leading core technology breakthroughs", "building a public service platform matrix", and "building a scientific and technological innovation ecology".
Among them, in terms of leading the breakthrough of core technologies, the Shenzhen Science and Technology Innovation Bureau plans to issue a solicitation notice for major special projects on intelligent robots before April 30 this year. It is planned to issue a project application guide before August 31, 2025, and complete the project before December 31 this year.
In terms of related applications for building a public service platform matrix, the Shenzhen Science and Technology Innovation Bureau plans to launch the application for the city's key laboratories before April 2025, which will be implemented online in the Shenzhen Science and Technology Plan Business System; it plans to revise and issue the "Management Measures for Funding Shenzhen Concept Verification Centers and Small and Medium-sized Pilot Bases" in June 2025, and it is expected that the application for concept verification centers and small and medium-sized pilot bases will be open in July 2025. The Shenzhen Municipal Government and Data Bureau plans to issue the "Operational Procedures for the Special Funds for Artificial Intelligence "Corpus Vouchers" of the Shenzhen Municipal Government Services and Data Administration Bureau" in June 2025 and open applications, and will support the construction, procurement and opening of related data through the "Corpus Voucher" policy.
Previously, the Shenzhen Science and Technology Innovation Bureau issued the "2025 Shenzhen Training Voucher Service Agency Application Guide" on March 14, and launched the 2025 Shenzhen Training Voucher application on March 25. The annual cumulative application amount for the same demander increased from 3 million yuan last year to a maximum of 10 million yuan.
In addition, the Shenzhen Municipal Market Supervision Bureau issued the "Shenzhen Municipal Market Supervision Bureau Shenzhen Standards Special Fund Funding and Reward Operating Procedures", which provides financial support for projects that lead or participate in the formulation and revision of international, national, and industry standards. It is expected to be released in June 2025.
Through this series of measures, Shenzhen will support the establishment of a municipal key laboratory in the field of embodied intelligent robots, lay out concept verification centers and small and medium-sized pilot bases at a high level, strengthen the training support for embodied intelligent models, and promote the construction of a standard system and intellectual property protection.
In terms of the construction of the science and technology innovation ecosystem, the focus is on large-scale manufacturing capabilities, supporting the first application and the cultivation of explosive products, accelerating the opening of application scenarios, accurately serving "chain leader" enterprises, and deepening industry exchanges and cooperation.
On March 17, the Shenzhen Municipal Bureau of Industry and Information Technology organized the application for the 2025 first major technical equipment support plan, and plans to start the compilation of the 2025 version of the "Guide Catalog for the Promotion and Application of the First Major Technical Equipment in Shenzhen" at the end of June. The bureau also plans to launch the collection of the list of major industrial projects in Shenzhen in October 2025.
According to the "Shenzhen Action Plan to Accelerate the Creation of an Artificial Intelligence Pioneer City (2025-2026)", Shenzhen will also select and report no less than 2 outstanding artificial intelligence scenario cases including government affairs, state-owned enterprises and industry fields before the end of March, and encourage various industries to actively open up and build artificial intelligence scenarios. Through organizing supply and demand matching meetings, formulating promotion plans, and regular scheduling, pilot work will be carried out in scenarios such as transportation, scenic spots, and government services.
