On June 19, 2025, the 5G-A Passive Internet of Things Technology Innovation and Industry Development Forum was grandly held in Shanghai, jointly sponsored by the IMT-2020 (5G) Promotion Group and China Mobile, and hosted by Huawei, Shenzhen Internet of Things Industry Association, and Passive Internet of Things Technology Innovation and Industry Ecological Alliance. Many leading experts and industry elites in the field of passive Internet of Things gathered together to discuss the latest technical and industrial trends of passive Internet of Things and explore the future development path and application prospects of passive Internet of Things. In the first session of this forum, leaders from China Communications Standards Association, China Mobile Research Institute, IMT-2020 (5G) Promotion Group, and Huawei delivered speeches for the conference.
Wen Ku, Chairman of China Communications Standards Association, first congratulated the convening of the forum and emphasized the importance of 5G-A passive Internet of Things technology as a key core technology to expand the breadth and depth of Internet of Things connections and promote the transition of Internet of Things technology from "connection" to "intelligence". Chairman Wen also mentioned that the China Communications Standards Association is actively promoting research and standardization of passive Internet of Things technology to provide support for the high-quality development of the industry. He also put forward three thoughts and suggestions, including accelerating the construction of industry norms, jointly promoting the deep integration of applications, and strengthening open cooperation, to promote the prosperous development of the passive Internet of Things industry ecosystem.
Huang Yuhong, President of China Mobile Communications Research Institute, expressed China Mobile's emphasis on technological innovation and introduced China Mobile's efforts and achievements in passive Internet of Things technology and industrial development, including building a technical system, breaking through key technologies, leading standard formulation, jointly developing end-to-end systems, creating industry solutions, and promoting ecological construction. At the same time, President Huang proposed three initiatives to jointly formulate unified standards, promote application demonstrations, and build an industrial ecosystem, in order to jointly promote the technological innovation and industrial development of the passive Internet of Things.
Xu Fei, Secretary General of the IMT-2020 (5G) Promotion Group, said that the IMT-2020 (5G) Promotion Group has carried out a lot of work in the 5G-A passive IoT in the past two years, including strategic research and overall organization, technical trials and verification, formulation of unified standards, promotion of industrial R&D and testing verification, international cooperation and exchanges, and promotion of application demonstration and industrial ecosystem construction, etc., aiming to promote the maturity, standardization and commercial application of 5G-A passive IoT technology, and lead the global 5G development, and look forward to more innovative breakthroughs in the industry.
Fang Kunpeng, President of Huawei's Wireless Product Line 5G-A Field, mentioned that 5G cellular passive IoT will expand the connection from active to passive, help realize the intelligent connection of all things, greatly expand the breadth and depth of IoT connection, and provide efficient and low-cost IoT solutions for multiple industries such as smart manufacturing, smart warehousing, and smart logistics, further promoting the digital transformation and high-quality development of the entire industry. Mr. Fang also figuratively compared passive IoT to nerve endings, which continuously provide massive data support for the brain of AI.
Next, Wu Zhiqiang, executive dean of the Wuhan Artificial Intelligence Research Institute of Peking University and a distinguished expert of the China Mobile Communications Research Institute, brought everyone a keynote report entitled "AI+Passive Internet of Things Helps Industry Upgrading and Empowers Social Governance". Dean Wu mainly discussed how AI and passive Internet of Things technologies can be combined to help industry upgrades and empower social governance. He pointed out that artificial intelligence, as the core technology of the fourth industrial revolution, is leading society into the "smart era", and passive Internet of Things technology, with its advantages of low cost, low power consumption, and easy deployment, provides basic capabilities for the digitization of massive assets and dumb terminals. Through the integrated application of AI and passive Internet of Things, innovation and development in multiple fields such as industrial digitization, intelligent management of electric bicycles, digital operation of clothing sales scenarios, digital governance upgrades of intelligent transportation, and smart education student management services can be achieved. At the same time, Dean Wu also looked forward to the future development trends of AI+passive Internet of Things technology, including the dual-engine drive of low-power perception and AI decision-making, network technology upgrades to break the "connection island", and the combination of digital twins and embodied intelligence to achieve full process automation.
Xiao Shanpeng, director of the Institute of Internet of Things Technology and Applications of China Mobile Communications Research Institute, delivered a keynote speech entitled "Passive Internet of Things, Opening up a New Blue Ocean of Trillion-dollar Market". Director Xiao discussed the development potential of passive Internet of Things as a new blue ocean of wireless communication: starting from the development of new quality productivity and the opportunities of digital upgrading of industries, he elaborated on the key role of passive Internet of Things in factor connection, demand orientation, technological innovation, standard promotion, product and application innovation, integrated development and ecological co-construction, and proposed the prospects of passive Internet of Things in promoting the digitalization of industries, opening up new market space, promoting technological innovation and industrial scale development, and looking forward to the future "four new" pattern of passive Internet of Things, namely the co-creation and prosperity of new technologies, new products, new businesses and new ecology.

The "Cellular Passive IoT Technology White Paper for the Internet of Everything" and "Cellular Passive IoT Tag Technology White Paper" released this time are expected to lay a solid theoretical foundation for the industry and clarify the path forward. The last item is the release of the passive Internet of Things end-to-end prototype system. The "China Mobile Carrier" passive unified enhancement platform, cellular passive network equipment prototype, and cellular passive tag chip samples released this time are important achievements in technical breakthroughs and will accelerate the large-scale application of passive Internet of Things. Through a video on the scene, everyone can intuitively feel the innovative highlights and application potential of the prototype system.
