In recent years, various types of extreme natural disasters have occurred frequently in our country. Many places have suffered from heavy rains, floods, typhoons, earthquakes and other disasters. Local post-disaster recovery and reconstruction tasks have been heavy. At the same time, higher requirements have been placed on my country's disaster prevention, reduction and relief capabilities.
In October last year, the Sixth Session of the Standing Committee of the 14th National People's Congress reviewed and approved the State Council's proposal to increase the issuance of government bonds to support post-disaster recovery and reconstruction and enhance disaster prevention, reduction and relief capabilities. The main purpose of this additional issuance of 1 trillion yuan of treasury bonds is to implement the deployment of the Standing Committee of the Political Bureau of the CPC Central Committee, support post-disaster recovery and reconstruction and project construction to improve disaster prevention, reduction and relief capabilities, and overall enhance my country's ability to withstand natural disasters.
In the face of severe and complex natural disasters and production safety situations, my country's emergency management system and capabilities still have many shortcomings: First, there is a lack of means to prevent hidden risks: there are many hidden risks, a single risk monitoring method to prevent major risks, and effective supervision is more hard to accomplish. Second, there is the problem of information islands between departments: emergency management requires department collaboration, information connectivity, and process reengineering, but the collaboration mechanism for emergency response is imperfect, and the micro-specific collaborative response mechanism is not smooth. Third, the current situation of weak grassroots emergency response foundation: in areas that need the support of common prosperity policies, the financial resources, capabilities, energy, and social foundation for emergency management are not strong.
The existence of these problems restricts the modernization process of emergency management, which also means the urgency of promoting emergency management informatization. The scientific use of new information technologies such as the Internet of Things, big data, cloud computing, and artificial intelligence to promote risk prevention, emergency coordination, grassroots emergency response, and support the modernization of the national emergency management system and capabilities is the mission of smart emergency response and disaster reduction.
Based on this, this ecological conference aims to strengthen smart emergency response and disaster reduction, promote interaction and exchanges between the upstream and downstream industrial chains, build an industrial communication bridge for upstream and downstream enterprises in the industrial chain, and showcase the scenario of smart emergency response and disaster reduction to industry professionals.
